That's because experienced thinkers can get stuck in their old ways. If you've got a good ear, you will be able to tell when an inexperienced person is reasoning well.

Isn’t this counter to your other principle which is to not believe anyone who hasn’t succeeded in something three times?

I am, perhaps confusingly, trying to make clear that sometimes inexperienced creative people can have good ideas, even though that might not be the rule because I don't think people should blindly rule out these people's opinions.

Would reasoning be something needs lots of practicing, like the ability of thinking over problems, so that it might not be as easy for an inexperienced person to judge if a reasoning is good or not, could this situation happen?

An inexperienced person can’t adequately judge. As I’ve said before, if you haven’t successfully done something three times before, don’t assume you can do it. That doesn’t mean that you can’t have it checked out by a believable/experienced person or even try it to see what happens. It just means that you’d be dumb not to approach your theory with cautiousness rather than confidence.
