I've seen this principle in action and I found it unproductive - it was used too often to shut people down. "I think that" is merely a preamble like "hey" or "I got something to share".

Isn’t this just as damaging that people begin to disguise their speculation as fact by not prefacing with this statement?

People shouldn’t avoid making the statement. They should just be prompted to caution when they hear it. Those who say it should remember to be humble/unsure/open-minded and those hear it should take it with a grain of salt.
